Under Chapter 12, Article 10 of the municipal code, the City of Osawatomie has established regulations to manage the use of public right-of-ways within city limits. The purpose of these rules is to oversee and permit any right-of-way activities (like construction and excavation), ensuring they comply with city policies and safety standards. These regulations aim to maintain the safety and integrity of the city's right-of-ways while ensuring that any work conducted therein follows established standards and procedures.

To carry out these regulations, the Public Works Director or Utility Director is responsible for administering right-of-way permits. Before receiving a permit, individuals or organizations must demonstrate compliance with various requirements including registration, licenses, insurance, and franchise agreements. Public Works and Utilities officials will review permit applications for conflicts with city infrastructure and upcoming capital improvement projects. 

The rules also specify permit application procedures, including the submission of necessary documents and fees. Once issued, permittees are required to contact Public Works and/or the Utilities Department for inspections. Permits are only valid for sixty (60) days. Violations of these rules may result in penalties, including the suspension of work until a valid permit is obtained.
