5th Street Terrace

The City of Osawatomie is excited to present the proposed plans for a new neighborhood within the City limits: 5th Street Terrace!

The addition is proposed to be built on a currently vacant/underutilized parcel, as indicated by the map below. The City purchased this property, commonly known as "10 Acres," from a private seller in October of 2021 with the intent to develop it in alignment with our stated Community Goals:

  1. Clean Up the Community
  2. Repair and Maintain Streets
  3. Economic Development
  4. Housing of All Types
  5. Infrastructure (Hard and Soft)

A series of resolutions brought before City Council documented the process and the various steps required by the Governing Body to authorize and complete the purchase of property, and to continue the development effort. 

  • Searching for Builder / Developer (January 2022 - Resolution 959)
  • Pre-Development Agreement Wright Way Homes LLC (May 2022 - Resolution 1003)
  • Housing Needs Analysis for Use with 5th Street Terrace Addition (July 2022 - Resolution 1028)
  • Rural Housing Incentive District [RHID] (July 2022 - Resolution 1028)
  • Kansas Housing Resources Corporation Grant Applications (November 2022 and February 2023)
  • Negotiate an RHID with County and School District (April - May 2023)

As part of the predevelopment plan for the proposed project, the City of Osawatomie held a public hearing for the addition during a regular meeting of the Planning and Zoning Commission. At that meeting, Chief Building Official Ed Beaudry and City Manager Mike Scanlon presented on the current status of the project. A copy of the presentation materials can be found on our website. Two more public forums will be held to discuss the proposed 5th Street Terrace Addition. All are welcome and encouraged to attend to learn more about the potential development, voice their opinions, and get answers to any questions they may have regarding the project.
