Council Approves Next Round of Paving the Way Program
August Pave the Way Update

On Thursday, August 25 2022, the Osawatomie City Council approved a resolution awarding the contract for the asphalt reconstruction of 18th Street, Main Street Terrace, and Walnut from 4th to 6th along with the realignment of the intersection at 4th and Walnut to Killough Construction in the amount of $1,734,521.07. Killough Construction, out of Ottawa, Kansas, is currently performing the Brown Avenue construction project in the 1600-1800 blocks. As part of that same resolution, the Council also approved awarding the contract for the resurfacing of 12th Street from Pacific to South Street, 7th Street from the Overpass to Main Street, Slayman Heights, and 11th Street from Main to (approximately) the Ozone to McAnany Construction in the amount of $217,988.75. The City's engineer, BG Consultants, recommended the awards and was on-site at the City Council meeting to review the bids received and answer questions from Council, staff, and members of the public.

The bids for Brown Avenue from 16th to 18th were due on April 8th, 2022, and the City received three bids. Bids were as follows:

The savings on the street bids allowed for the additional option of the realignment of the 4th and Walnut intersection to produce a safer traffic flow and improve access for public safety vehicles. The intersection at 18th and Brown includes multiple utilities that need to be coordinated in order to fit everything into the available space; that intersection will become "as built" for the south portion of the 18th street reconstruction project. 

This round of Paving the Way includes several blocks of mill and overlay projects for 2022, and those bids were also below engineer estimates. Bids were as follows:

Work on 18th Street is planned to begin immediately following the conclusion of the Brown Avenue project, with other projects subject to weather and contractor availability this fall. As the weather window for street construction is going to start closing soon, not all of these may be completed in 2022. Some sections or blocks may roll over into the 2023 work calendar. However, the August 2022 updates are an exciting addition to the overall Paving the Way project plan, and city staff is eager to keep working on designs for the 2023 lineup which includes the full-depth replacement of 6th Street from city limits to city limits. Staff is also constantly evaluating and re-evaluating the condition of our streets and amending the priority list for streets planned for 2024 and beyond as needed.
