Due to wet and cold conditions, concrete for Brown Avenue has been delayed until November 1st, 2023. Main Street at 8th Street received nine inches of concrete on Thursday, October 26th, 2023 after two days of rain delay. At this depth, the concrete will need ten (10) days to fully cure. Public Works officials plan to reopen Main Street on November 6th assuming there are no complications or failures during the curing process.

City of Osawatomie Public Works officials have announced upcoming concrete work for Brown Avenue between 7th Street and 12th Street and Main Street at the 8th Street intersection. Doorknocker notices were delivered to impacted Brown Avenue residents on Monday, October 23rd, 2023, outlining the contractor's process and anticipated timelines including information on parking and access. Contractors have scheduled Monday, October 30th, 2023, as a tentative start date for concrete pending weather in the area. A full-text copy of the notice can be found below.

While Brown Avenue prepares for curb, gutter, and driveway approaches to be installed next week, Killough plans to pour concrete at 8th and Main on Tuesday, October 24th, 2023. The intersection has been under construction as new, custom-built stormwater systems were installed as part of the Brown Avenue reconstruction. Once poured, the concrete will need ten (10) days to cure before the roadway can be opened. While curing, this segment of Main Street will be fully barricaded and wrapped in orange fencing to help prevent accidental or intentional disturbances, which would cause significantly delays as the concrete would need to be removed and re-poured. Sidewalks are scheduled for concrete at the beginning of November. Additional notices will be published ahead of that work.

Notice of Concrete Work

Brown  Avenue from 7th Street to 12th Street

Installation of new concrete curb, gutter, and driveway approaches are scheduled to begin on October 30th, 2023, during construction working hours (7:00 am to 6:00 pm). This start is still tentative depending on weather this week in the area. Please have all vehicles removed from the street and driveways no later than 6:00 am each day until concrete is complete. The curb and gutter will be laid using a machine and move quickly through the project. Any vehicles still on the street will be towed at owner’s expense.

The concrete contractor will follow behind the machine to begin work on the driveway approaches. The contractor has estimated that they will be able to install all driveway approaches within 5-10 days after curb and gutter is completely installed. Driveways will be completely INACCESSIBLE during this process. Please be sure to move vehicles out of garages/driveways if you will need access to them during this time. Any vehicle left in a driveway must be clear of the saw cut line in the driveway by three (3) feet or more. If a vehicle is left in the driveway too close to, or blocking the sawcut line, that driveway approach will be skipped. The saw cut line indicates the extent of replacement and concrete crews will need this space to complete work. The curing process lasts five days from the time that each individual driveway is poured. Driveways will also be completely inaccessible during the curing process. If you have concerns about accessibility while concrete is curing, please reach out to City Staff. We will do our best to work out accommodations. Residents can reenter driveways after the City’s contractor, Killough, has replaced the rock ramp into the driveway. Entering your driveway before the ramp is installed will void the warranty on the newly poured concrete.

On-street parking after construction working hours will be available as long as vehicles are parked at least two (2) feet from the new concrete curb and gutter. Any tire marks or bumps in the uncured concrete can undermine the integrity of the curb and gutter and cause ponding/drainage issues on the street. Do not walk on or place anything on the concrete during the five-day curing process. Please do not write in or press anything into the concrete. During freeze and thaw cycles, indentations and/or grooves in the concrete can lead to cracking and eventual failure.

As part of upgrading the drainage of this street and replacing curb and gutter, drainage lines for roof gutters, sump pump discharge, etc previously buried or ran to the street will need to be cut and moved back at least five (5) feet from the new curb if not already done.

We would also like to suggest that residents refrain from ordering nonessential deliveries (i.e. Amazon) while the concrete is curing. We understand this might not be a possibility for all residents and their needs but the fewer vehicles on the street during the concrete process the faster the process can be completed..
