Public Water Supply Notice – HAA and TTHM Violation


City of Osawatomie has Levels of Total Haloacetic Acids above Drinking Water Standards

Our water system recently incurred a protocol violation. Although this was not an emergency, as our customers we wanted to
share with you what happened and what we have done to correct the situation.

What happened?

We are required to monitor your drinking water on a regular basis for specific disinfectants and contaminants, including haloacetic acids. Results of regular monitoring are an indicator of whether or not our drinking water meets health standards.

When disinfection (such as the use of chlorine) is used in the treatment of drinking water, disinfectants combine with organic and inorganic matter present in water to form compounds called disinfection byproducts (DBP). EPA sets standards for controlling the levels of DBP in drinking water, including Haloacetic Acids (HAA) and Total Trihalomethanes (TTHM). Compliance is based on the four-quarter average of sample results for each location where HAA and TTHM samples are collected, called a locational running annual average (LRAA). The HAA standard for any one LRAA is 60 ug/L and the TTHM standard is 80 ug/L. Results for samples we collected on 6/15/2020 shows that our system exceeds the standard or maximum contaminant level (MCL) for HAA and for TTHM. For 2nd Quarter of 2020, one of the LRAA where HAA samples are collected was 61 ug/L, and two of the LRAA where TTHM samples are collected was 85 and 84 ug/L.

What does this mean?

This does not represent an immediate risk to the health or safety of your water. If it had been, you would have been notified within 24 hours. However, due to our customer service requirements and an abundance of transparency we are obligated to make you aware.

What should you do?

You do not need to use an alternative water supply, e.g., bottled water. However, if you have specific health concerns, consult your doctor. Please share this information with all other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

What is being done?

Disinfection is an important and necessary treatment process, to destroy all disease-causing organisms in your drinking water. Staff has begun feeding activated carbon to the receiving water, trapping the organic matter and settling it out before it is allowed to proceed through the treatment and into the disinfection process.

COVID-19 positive cases continue to rise at an alarming rate at the local, regional, and state levels, Osawatomie has chosen to continue to implement proactive and precautionary measures to protect our community and staff from the growing threat of the novel coronavirus and associated COVID-19 disease.

Throughout the pandemic, all City staff members have been instructed to practice good social distancing and actively incorporate safety guidelines at all work sites and offices, including wearing masks or other approved face coverings. In the coming weeks, City staff will be working rotating schedules, balancing remote and in-person office hours, and implementing other safeguards to minimize our chances of spreading this disease within our staff. We have also made decision to once again close certain City facilities to help reduce the risk of community exposure in an effort to protect our friends and neighbors as best we can.

The following list details planned city closures and changes in operation that will begin on Monday, November 23rd, 2020 and remain in effect until January 31st, 2021.

  • City of Osawatomie Ordinance No. 3783 requiring the use of approved face coverings is still in effect.
  • All City Hall and Utility Offices will be closed to the public.
    • Utility payments are still being accepted in the utility drop box, over the phone, and online.
    • City Staff will conduct necessary business via phone or email.

    • Contact Building Official Ed Beaudry at Ext. 102 or at [email protected].
    • Contact Human Resources/Cemetery Director Ashley Kobe at Ext. 101 or at [email protected].
  • Osawatomie Public Library will operate with limited hours and limited staff.
    • Patrons may not enter the library proper but will be able to pick up material in the library lobby. Items may still be returned to the outdoor drop box.
    • Contact Library Director Elizabeth Trigg at Ext. 220 or at [email protected].
  • Osawatomie Golf Course will operate with limited clubhouse availability.
  • All rentals at City facilities (Memorial Hall, Municipal Auditorium, Old Stone Church)
    will be suspended.
    • City Staff will contact anyone with an existing reservation. Contact Utilities at 913-755-2146, Option 1.
  • John Brown Museum and State Historic Site will be closed to the public.
    • Special tours may be made by appointment only, and at the discretion of the museum curator.

  • John Brown Memorial Park, Anna January Park, and the Flint Hills Trail will remain open to the public.
    • We are discouraging the use of playground equipment until further notice. Playground equipment is a high-touch area and we cannot guarantee its cleanliness.
    • Avoid gathering in groups outside of your household, and be aware of your social distance during your activity.
  • Osawatomie Municipal Court is continuing at this time.
    • The lobby will be limited to 10 people on court days and face coverings will be required for the duration of the session.
    • Court times will be modified in an effort to limit the number of people gathered, decrease wait times, and encourage social distancing.
    • If you have the ability to access court proceedings from home (via Zoom), we encourage you to do so in order to limit the number of people reporting in person.

These measures will be updated as needed when new information becomes available from medical professionals and government officials.

We give our sincerest apologies for the inconveniences these closures may cause, but we want to remind everyone how important it is for all of us to do our part to slow the spread of this highly contagious and deadly disease. Please call us at 913-755-2146 with any questions or concerns.

Cold Weather Rule

Statement of Purpose

The City of Osawatomie will generally not shut-off electric service for non-payment during cold weather months. Although the Kansas Corporation Commission’s “Cold Weather Rule” does not apply to municipally owned utilities like the City of Osawatomie, the City will follow portions of the KCC’s Rule to help ensure electric service will not be shut-off in cases of extreme cold. The purpose of this policy is to detail the City’s policies and procedures for shut-off during the cold weather months.


The period of observance for the Cold Weather Rule will be from November 1st through March 31st each winter season. During these months, the City will NOT shutoff electric utilities if the National Weather Service forecasts the temperature for
Osawatomie to drop below 35 degrees in the following 48 hours. In accordance with the City’s Utility Billing Policy, shut-offs will not be conducted on Fridays or the day prior to a holiday. If the temperature drops below 35 degrees after a service has been shut-off, the customer’s electric service will not be re-established until payment arrangements have been made with the City. The City reserves the right to shut-off water service for the non-payment of bills.


The City may still conduct shutoffs during the winter months. Shut-off notices will still be issued according to standard Utility Billing procedures and any delinquency fees or interest on outstanding balances will still apply. After receiving notice of an impending shut-off, the service will be shut-off once the shut-off date has passed and the temperature forecast meets the Rule’s criteria. Prior to implementing shut-offs that are delayed after the shut-off day, due to observance of the Cold Weather Rule, the City will post a notice on the News section of its website that electric utilities will be shut-off for all delinquent customers beginning at a certain date and time. Customers wishing to monitor such notices may sign up for notifications from the webpage. The Cold Weather Rule will not apply to customers who have entered into a previous payment plan with the City. These customers will be required to pay their agreed upon installments in order to avoid disconnection. Customers will still be required to pay their utility bills to guarantee their utilities will not be shut-off or disconnected. In certain cases, such as violation of a payment agreement, fraud or criminal activity, the City has the right to shut-off or disconnect utilities for non-payment during the period of time the Cold Weather Rule is in effect.
